Just following up on this since it appears that later models have changed and the comments stating that this doesn't work are no longer accurate.I was frustrated that the TCL TV - which I purchased because I love the Roku experience0 and the headphone capability which my wife uses since she keeps a later bed time than me - came with the lowest-end IR remote. I hadn't even thought to check that it did or did not support the non-IR remotes; I just assumed it did. And for my model, the non-IR remote worked - complete with headphone support - without effort.I am currently using a Premiere+ non-IR remote with my TCL model 50UP120 (50' 4k Roku TV). The only drawback is that it lacks a power button on the remote so there's no way to power off the TV directly without waiting for the time-out1. Other than that, my wife used the headphones on it last night without issue.
The volume buttons on the side of the remote - which only work for headphone volume on the Roku Premiere+/3/2 - change the volume on the TV when the headphones are not plugged in and change the headphone volume when they are (and the speakers on the TV mute just like they do with the external device). In my case, I hadn't plugged the TV in yet, so I simply held the pairing button on the remote and plugged the TV in. It picked it up immediately without so much as a message on the screen - It Just Worked.
